Preliminary Ecological Appraisal (PEA)

A Preliminary Ecological Appraisal is a standard ecological assessment set out by the Chartered Institute of Ecology and Environmental Management (CIEEM). 

The appraisal provides an ecological baseline through a combined approach of field survey and desk-based consultation. The habitats on site are mapped using either the Standard Phase 1 Habitat Survey or UKHAB habitat classification system. The suitability of the site to support or provide value for a protected or notable species is also assessed. The results of the survey are then provided in an ecological report following the CIEEM guidelines for Ecological Report Writing. The report will outline the ecological constraints, opportunities, recommendations for mitigation and further survey (if required).

A PEA is typically needed when a project has the potential to damage habitats or impact multiple species or receptors. If buildings are present, a PEA will include a Preliminary Roost Assessment, likewise, if the site includes mature or notable trees the PEA will include PRF Ground-based Roost Assessment. The PEA typically assesses for amphibians (including great crested newts), reptiles, birds, bats, badgers, otters, water vole as standard. Other species may also be included or discounted depending on the site’s location and suitability.

Ecological Impact Assessments

An Ecological Impact Assessment (EcIA) is used to demonstrate how a project accords with relevant planning policy and legislation. It sets out the baseline line ecological information for the site, using the information gathered during the PEA and the further survey. The report will detail the required mitigation, compensation and enhancement for the site and report on any potential residual effects caused by the project.
